THE SYSTEM EXPLAINED
Airlift: from aircraft capacity to available lift
The relevant outcome is payload delivered on the required mission.
AIRCRAFT
C/KC-390 is a configurable transport family; published maxima are not a Greek mission guarantee.
MISSION KIT
Cargo handling, troop seats, medical equipment and tanker functions depend on purchased configuration.
CREW + INFRASTRUCTURE
Conversion training, simulators, ground equipment and facilities are essential enablers.
MRO + SPARES
The Embraer–HAI MoU opens discussions. Qualification, tooling and an approved scope make a support centre usable.
Conceptual explainer. Connections describe functions, not undisclosed operational interfaces.

Programme reference: what is inside
| Element | Function and Greek relevance |
|---|---|
| C/KC-390 platform | Twin-engine transport with a reconfigurable cargo hold. The Portuguese Air Force lists passenger and medical transport roles; customer configuration determines the installed equipment. |
| Published Portuguese example | Portuguese service information lists up to 80 passengers or 74 stretchers and a maximum speed of 870km/h. These are published platform figures, not Greece’s contracted mission configuration. |
| Greek airlift requirement | Transport capacity, reliability, cargo handling, medical evacuation and support demand must be compared with the existing fleet and actual missions. |
| HAI cooperation | An industrial MoU creates a route to explore maintenance roles, not proof of a fully qualified Greek support centre. |
What the capability changes
An additional transport type can improve useful lift and reduce dependence on a small number of available aircraft. The benefit is annual usable output: payload, distance, availability, crew and turnaround together. A maximum payload figure is not a payload-at-every-range promise.
Extensibility and the next configuration
Mission kits, communications, medical equipment and tanker capability require customer-specific scope and certification. C-390 and KC-390 terminology should not be used to assume Greece bought every tanker feature. New roles add training, equipment and maintenance obligations alongside flexibility.
Integration and through-life support
Infrastructure, simulators, initial spares, engine support, cargo equipment and technician qualification belong in the acquisition case. A local maintenance role becomes measurable when there is an approved scope, tooling, trained staff and accepted work. Commonality with other European operators can help only through actual support arrangements.
What remains unconfirmed
No delivery is inferred from a request, a Portuguese expenditure authorisation or a manufacturer MoU. The exact Greek mission kits and acceptance calendar require definitive instruments.

PROGRAMME DOSSIER / UPDATED 28 OCTOBER 2026
A transport purchase is also a support and training architecture.
Airlift is an enabling capability: it supports personnel and equipment movement, training, logistics and national response. Its strategic value is the number of usable missions a force can generate, not the performance of an isolated aircraft.
Programme status
| Evidence | What it establishes |
|---|---|
| Industrial cooperation | Embraer and HAI’s May 2026 MoU establishes a framework to explore C-390 maintenance, repair and overhaul capability in Greece. |
| Portugal route | Portugal’s Resolution 207/2026, published on 22 October, records a formal Greek request for three KC-390s and associated services, with authorised procurement expenditure of approximately €590 million. |
| Stage distinction | Portuguese authorisation, a government-to-government agreement, manufacturer orders, delivery and Greek service acceptance are separate instruments and milestones. |
The strategic and industrial argument
The Portuguese route matters because it combines procurement with an experienced operating and training partner. The published resolution describes the aircraft and associated support pathway. It should be read alongside Greek commitments and the final contracts rather than treated as proof that aircraft have arrived.
HAI’s MRO framework creates a potential local industrial route. Turning it into autonomy requires training, tools, certification, spares and defined maintenance authority. “Local support” can range from routine servicing to deeper repair; the difference determines how much work and technical knowledge stay in Greece.
Our assessment: the decisive variables are entry-into-service timing, training throughput, support scope and availability of the existing transport fleet during transition. A new type can improve capability while adding another logistics chain. The baseline risk is a gap between acquisition momentum and sustainable mission generation.
The industrial opportunity should be measured by authorised tasks and recurring support demand. An MoU is a starting point for that work, not a substitute for an executable MRO contract.
How the value chain works
Greek demand and the Portuguese government procurement pathway.
Aircraft, crews, training and initial logistics.
HAI qualification, maintenance authority and repeatable work.
What determines the outcome
- Follow final government and manufacturer instruments, delivery and acceptance.
- Track HAI’s agreed MRO scope and authorisations.
- Evaluate transition availability rather than counting future aircraft as current capability.
