Analytical dependencies. Platform approval does not establish delivery of every weapon or operational mission clearance.

Three fighter programmes. Three different changes.

Fleet integration matters more than comparing isolated airframe specifications.

01

RAFALE / WEAPONS

Meteor and MICA for air combat; SCALP for stand-off strike; AM39 for maritime strike in MBDA’s Greek contract.

02

F-16V / EXISTING AIRFRAMES

APG-83 AESA radar, mission computer and cockpit changes modernise the existing fleet.

03

F-35A / FUTURE CAPABILITY

Low-observable sensing and information fusion add a different mission model; the Greek standard and delivery milestones require separate tracking.

COMMON ENABLERS

Weapons certification, mission planning, secure information exchange, maintenance and trained crews determine usable output.

Viper delivery: a dated industrial milestone

HAI and Lockheed Martin announced delivery of the 60th upgraded F-16V on 16 September 2026. Their account names APG-83 radar, a mission computer and modern cockpit displays and places the modernisation line at Tanagra, supported by Lockheed Martin engineering. This is a dated delivery statement, not an estimate of current serviceability. It gives the annual capability record a stronger milestone than treating the whole upgrade programme as either “pending” or “complete”. HAI: 60th F-16V delivery ↗

ElementFunction and Greek relevance
Rafale weaponsMBDA’s Greek contract names Meteor for beyond-visual-range air combat, MICA air-to-air missiles, SCALP cruise missiles and AM39 Exocet anti-ship missiles.
F-16 ViperAn upgrade of existing aircraft, not an equivalent number of additional airframes. Radar, avionics and mission-system changes must be paired with qualified weapons and support.
F-35ATwenty aircraft under the Greek LoA, plus an option for twenty. Sensor networking and low-observable operation introduce a different information and support model.
TR-3 versus Block 4TR-3 is enabling computing hardware/software; Block 4 is a wider evolving capability programme. The labels are not interchangeable and do not establish a Greek delivery configuration.

What the capability changes

The three aircraft lines create complementary options in air combat, maritime strike, precision strike and sensing. Complementarity depends on the ability to exchange usable information and plan missions coherently. Maximum speed and weapon catalogue comparisons alone miss the contribution of training, mission data, serviceability and weapon certification.

Extensibility and the next configuration

Rafale standards, F-16 software and weapons, and F-35 modernisation should be tracked as separate configuration records. A weapon demonstrated on another customer’s aircraft is not automatically cleared on Greece’s fleet. GAO’s 2025 report documents F-35 modernisation delays and scope changes; that is a reason to follow the contracted Greek standard, not assume every advertised future feature.

Integration and through-life support

Infrastructure, simulators, pilot conversion, maintainers, mission planning, support equipment, spare engines and weapon stocks determine output. For HAI, the Viper line represents upgrade execution; future work requires continued qualification. F-35 software and support access should be evaluated through the actual arrangements, not presumed sovereign control.

What remains unconfirmed

No blanket Rafale F4 upgrade, complete Block 4 capability package, additional F-35 order or readiness of every reported Israeli munition is established merely by an aircraft purchase.

PROGRAMME DOSSIER / UPDATED 28 OCTOBER 2026

The aircraft is one part of the capability. Weapons and availability complete it.

Greece is combining a delivered French fighter fleet, a continuing F-16 modernisation line and a future F-35 capability. Their strategic value depends on how effectively they exchange information, generate sorties, receive support and use certified weapons.

EvidenceWhat it establishes
RafaleGreece’s 24-aircraft delivery programme was completed in January 2025. GDDIA announced a Rafale support industrial-participation agreement on 9 April 2026.
Rafale weaponsThe HAF lists Meteor, MICA, SCALP EG and Exocet among the platform’s weapons. A 25 April 2026 MICA IR/RF follow-on-support framework and call-off contract are support instruments, not a MICA NG purchase.
F-16 ViperHAI and Lockheed Martin announced delivery of the 60th modernised aircraft on 16 September 2026. This is a dated milestone, not a current count extrapolated forward.
F-35Greece signed its acceptance for 20 F-35As in July 2024, with an option for 20 more and first deliveries then projected for 2028.
New munitionsOctober 2026 reporting links US discussions to fighter weapons and further upgrades. Israeli Rampage and SPICE reporting also requires attention to certification and delivery, rather than assuming readiness from selection.

The strategic and industrial argument

Rafale’s weapons portfolio gives the fleet several roles, but carriage compatibility does not establish stockpile size or serviceability. Missile support preserves usable capability. New-generation missile development in France should not be reported as a Greek order without a Greek contract.

Viper modernisation is also a domestic industrial programme: HAI’s production and engineering execution affects conversion pace. The distinction between aircraft in conversion and aircraft accepted back into service matters more than a fleet-wide label. Any additional Block 50 upgrade must be tracked through its own approvals and contract.

F-35 introduces requirements for training, support, infrastructure, mission systems and weapons. The option for another 20 is purchasing flexibility, not 40 contracted aircraft. First delivery abroad for training, arrival in Greece and operational readiness are separate dates.

Our assessment: the critical variables are conversion throughput, trained personnel, weapon certification, support resilience and integration. Buying several advanced fleets can strengthen options while increasing the recurring burden. A serious industrial strategy follows maintenance authority, qualified components, technical data and repeatable support work rather than assuming that procurement value remains in Greece.

What determines the outcome

  • Separate Meteor/MICA/SCALP/Exocet carriage from new weapon orders.
  • Track MICA support separately from MICA NG development.
  • Follow Viper deliveries, any additional upgrade contract and F-35 milestones.
  • Check Rampage/SPICE certification and official acceptance before describing service entry.
