How to use this desk
Read the programme dossiers for system configurations and the linked briefings for dated changes. Use the capability observatory to separate contracts, deliveries, integration and sustainment. The ecosystem directory identifies potential actors; its inclusion of a company is not evidence that the company holds a specific programme award.

The Council of the EU describes SAFE as an instrument providing loans of up to €150 billion to member states for defense investment through common procurement. This is an envelope, not a measure of money already spent or revenue available to any particular supplier.
The category error to avoid
A manufacturer does not obtain a share of the entire financing envelope simply by entering the defense market. Its opportunity depends on a relevant programme, a procurement route, eligibility, contractual access and technical qualification. Those conditions need programme-specific verification.
Separate the funding routes
| Route | Commercial meaning |
|---|---|
| Government procurement | A customer purchases a defined deliverable through the applicable process. |
| Research funding | Supports a specified development activity; does not establish production demand. |
| Equity or corporate investment | Finances a company in exchange for ownership or strategic participation. |
| Debt and working capital | Can finance execution, but requires repayment and attention to payment timing. |
The neglected variable: cash conversion
A supplier can win an attractive order and still face pressure if materials, tooling and inspection costs arrive well before customer payments. Analysts should examine milestones, advance payments, guarantees, acceptance conditions and the cost of financing execution.
What Greece should measure
The meaningful industrial outcomes are awarded work, completed delivery, repeat demand, retained engineering capability and sustainable supplier economics. A large national or European announcement is context. It is not a substitute for those outcomes.
Implication for a company entering the sector
Map a specific requirement first. Establish the likely contracting path and qualification burden. Then work backwards to the financing and resources required to compete and deliver. Current call conditions and tender rules must be checked before acting.
