GREECE–ISRAEL / PROGRAMME INVENTORY
THE SYSTEM. THE AGREEMENT. THE CAPABILITY.THE SYSTEM EXPLAINED
The Israeli relationship is several capability chains
A naval acceptance trial, an air-defense contract and an underwater-system offer have different evidential weight.
AIR DEFENSE
David’s Sling, BARAK MX, SPYDER, radar and national C2.
PRECISION WEAPONS
SPIKE land, naval and helicopter lines; PULS and fighter weapons are separate programmes.
UNMANNED SENSING
Heron lease history and the BlueWhale industrial offer need separate current-status checks.
PEOPLE + SUPPORT
Kalamata training, aircraft upgrades, spares, software and local qualification.
Conceptual explainer. Connections describe functions, not undisclosed operational interfaces.
BlueWhale: the equipment inside the offer
| Element | Published product role |
|---|---|
| Vehicle | IAI’s May 2025 Greek MoU release gives 10.9m length, 1.12m diameter and 5.5t weight. |
| Surface sensing | The 2023 unveiling identifies radar and electro-optics on a telescopic mast. |
| Underwater sensing | Towed and flank-array sonar for acoustic information; a separate synthetic-aperture sonar for mine detection. |
| Control / communications | Onboard management of sensors, mission and energy; mast-mounted satellite communications. |
| Endurance / transport | IAI’s current product page gives 2–3 weeks depending on mission profile and transport in a 40-foot container. |
These are IAI’s product descriptions. The HAI memorandum of 12 May 2025 concerns offering the system and potential industrial participation; it does not establish a Greek order or independently validate performance. Launch, recovery, test capability, support and data rights are material parts of any acquisition. The most valuable Greek role would be one that remains useful through upgrades and maintenance, rather than assembly alone.

Naval SPIKE: guidance, control and the Greek milestone
Rafael’s 2024 Naval SPIKE NLOS brochure gives a 32km maritime range and describes electro-optical guidance, mid-flight updates and an abort capability. Its sixth-generation feature set includes control handover and image-based target acquisition. These are product-generation claims; Greece’s exact accepted configuration must be established separately rather than borrowing specifications from a later helicopter variant.
The Hellenic Navy records acceptance firings on 21 October 2026, published 23 October, involving SPIKE NLOS and ER from a Machitis-class gunboat and a Mark V craft. That is a concrete progression beyond the 2023 contract signature; it does not establish every installation’s readiness or the size of the available missile inventory.

GREECE–ISRAEL / PROGRAMME INVENTORY / 28 OCTOBER 2026
Follow the whole relationship. Keep each commitment distinct.
Greece’s Israeli defense relationship spans national air defense, precision weapons, rocket artillery, unmanned systems, helicopter upgrades and pilot training. These programmes sit at different stages and create different dependencies. This inventory covers the publicly identified programme families below; it does not imply that every advertised Israeli system has been purchased by Greece.
A strategic partnership becomes industrial leverage through the rights and work inside each contract.

Programme register
| Programme | Evidence and stage | Scope and boundary |
|---|---|---|
| Achilles Shield ↗ | Announced G2G agreement · 31 August 2026 | David’s Sling, SPYDER, BARAK MX, ELTA MMR and national C2 are named by Israel’s MOD. Integration and delivery require their own milestones. |
| Drone Dome ↗ | Separate supplementary agreement | The same announcement identifies a separate €26m counter-drone item. It should not be counted as another complete national shield. |
| PULS and ammunition ↗ | Contract award · 6 April 2026 | Elbit announces approximately €650m, four-year performance and an additional ten-year support period. The package includes launchers, guided rockets and loitering munitions; local industrial cooperation is stated. |
| SPIKE land / NMT ↗ | G2G contract · 10 April 2023 | GDDIA separately lists procurement of a SPIKE NMT system. Do not merge this automatically with every naval or helicopter item. |
| SPIKE NLOS for Apache ↗ | G2G contract · 10 April 2023 | GDDIA lists a specific NLOS procurement for AH-64A helicopters. Integration and acceptance are distinct from the missile family’s advertised capability. |
| Naval SPIKE ER / NLOS ↗ | G2G contract · 10 April 2023 | The Greek announcement separately names naval systems and missiles. October 2026 acceptance-firing reporting is a later milestone, not a disclosed fleet-wide readiness statement. |
| AH-64A modernisation ↗ | G2G upgrade contract · 10 April 2023 | Listed separately by GDDIA. The aircraft upgrade, missile installation and operational training should retain separate programme records. |
| BlueWhale / IAI–HAI ↗ | Industrial MoU / offer pathway | IAI’s 12 May 2025 publication describes an MoU with HAI to offer the autonomous underwater system to the Hellenic Navy. It does not establish a delivered Greek fleet, final quantity or acceptance date. |
| Heron maritime UAVs ↗ | Documented lease pathway · 2020 | IAI announced a three-year lease with a purchase option. That historical instrument does not establish the terms of later renewals or additional orders. |
| Kalamata pilot training ↗ | Long-term training/services programme | Elbit operates the International Flight Training Center relationship. M-346 aircraft are made by Italy’s Leonardo; the Israeli role concerns the training and support programme. |
| Rampage / SPICE ↗ | Reported fighter-weapons programme | Greek reporting discusses integration and certification for F-16s. Treat specific deliveries, quantities and service entry as document-dependent; platform compatibility alone is insufficient. |
| Counter-swarm / underwater cooperation ↗ | Cooperation agenda · January 2026 | Ministerial discussions identify exchange of expertise. A cooperation agenda is not an order for a named system. |
SPIKE is a family, not one interchangeable purchase
The land, helicopter and naval instruments must be tracked individually. The useful sequence is platform integration, acceptance, training and supported availability. A missile’s nominal reach does not by itself establish the capability of a particular Greek platform or unit. The public procurement record is stronger evidence than promotional comparisons with an adversary’s equipment.
BlueWhale: the industrial opening and the procurement boundary
The IAI–HAI announcement presents an offer and industrial cooperation. Its language about production and technology creates an important research question: what tasks, data and qualification would HAI actually receive? It should not be rewritten as a confirmed purchase of three or six submarines. Underwater autonomy also depends on deployment, recovery, communications, evaluation and support, which are broader than the vehicle itself.
Where Greece can gain durable value
Our assessment: the relationship creates potential access to mature suppliers and a route to local engineering work. It can also concentrate dependence on external software, components, technical data and support. These effects can coexist. The policy test is whether procurement improves capability while giving Greek operators and companies practical ability to maintain and adapt it.
PULS, air defense and unmanned systems have different industrial entry points. Local manufacture, licensed assembly, maintenance and design authority are not equivalent. Public technology-transfer language gains weight when matched by named work packages, qualified companies, facilities and accepted outputs. Ownership links between Israeli and Greek companies must also be distinguished from contracts placed with those companies.
The capability chain
Identify the actual contract, lease, MoU or cooperation plan.
Establish which platform, software and interfaces are included.
Follow delivery, evaluation and user training.
Track repair authority, technical data, replenishment and local work.
What would change the assessment
Definitive procurement instruments, disclosed local responsibilities, independently confirmed deliveries and acceptance milestones can strengthen the picture. Delays, unresolved interface responsibilities or support constraints would weaken it. The baseline is a deeper supplier relationship; national industrial autonomy depends on execution and rights, not diplomatic alignment alone.
