The drone is seven industrial layers

A Greek label on the airframe does not settle who controls the complete product.

01

AIRFRAME + PROPULSION

Structure, engine, energy and flight-control integration.

02

MISSION PAYLOAD

Electro-optics, sensing and customer-specific mission equipment.

03

AUTONOMY + DATA LINKS

Flight software, navigation, communications and ground control.

04

VALIDATION + SUPPORT

Testing, configuration control, spares, training and repeatable manufacture.

Underwater systems belong in the unmanned picture

The BlueWhale offer concerns a different industrial chain from aerial drones: underwater sensing, mission autonomy, energy, launch and recovery, and support. Its IAI–HAI MoU does not establish a Greek fleet. Read the component reference and dated status alongside the aircraft programmes.

Element Function and Greek relevance
Pegasus and existing domestic expertise A Greek UAV lineage is distinct from newer Class I development contracts and from a proposed future autonomous combat-aircraft hub.
Class I projects The MOD’s 11 March 2026 announcement identifies four development contracts: one with KETAK and three with private firms. It does not establish mass fielding.
X-BAT hub Shield AI–GEK TERNA agreement concerns pursuing parts production, integration and sustainment. It is not a Greek aircraft order.
Product layers Airframe, propulsion, autonomy, payloads, communications, ground control and support have different ownership and export dependencies.

What the capability changes

A domestic drone industry is useful when it can deliver appropriate systems repeatedly, change them quickly and support them affordably. Prototype count and exhibition presence are weak substitutes. Payload quality, autonomy validation, communications and maintainability often matter more than the airframe’s appearance.

Extensibility and the next configuration

Extensibility depends on payload interfaces, available power and weight, software access and test evidence. An open interface does not mean unrestricted intellectual property. A manufacturer’s proposed future capability should remain outside the Greek operational baseline until qualification, procurement and acceptance are documented.

Integration and through-life support

Follow test-to-award conversion, repeatable production, certified components, training, software configuration and replacement-part supply. Separate Greek design work from local assembly of imported kits. Buyers should ask which changes can be made locally, which need an overseas vendor and who pays for recertification.

What remains unconfirmed

No national drone production rate, X-BAT Greek delivery date, autonomous performance guarantee or blanket localisation percentage is established.

PROGRAMME DOSSIER / UPDATED 28 OCTOBER 2026

A drone industry needs customers, qualification and production, not just prototypes.

Greece’s unmanned ecosystem contains several different businesses: airframe manufacture, autonomy software, payloads, communications, integration, training and support. Domestic value depends on which of these functions a company controls and can deliver at scale.

Programme status

Evidence What it establishes
National R&D The MOD announced four ELKAK contracts on 11 March 2026: one with KETAK and three with private firms, covering domestic drone and Class I UCAV development.
Training The joint unmanned-aircraft training centre in Tripoli opened on 6 July 2026.
X-BAT Shield AI and GEK TERNA announced a strategic agreement on 8 October 2026 to pursue production, integration and sustainment in Greece. Definitive workshare and facilities remained subject to further agreements in that announcement.
European development IDE’s LOTUS/ACTUS route connects Greek engineering with European collaborative development and certification.

The strategic and industrial argument

The national programme and the proposed X-BAT hub operate at different levels of maturity. Class I development contracts do not establish mass procurement. X-BAT’s proposed parts, integration and regional support roles do not establish a Greek combat-aircraft order or an operational production facility.

ALTUS reports unmanned-system design, development and production; SAS Technology markets SARISA; UCANDRONE designs custom aerial platforms within the EFA ecosystem; IDE develops unmanned platforms and systems. HAI belongs in the domestic development and counter-drone picture. Delian, formerly associated with the Lambda Automata name, adds autonomy and surveillance capabilities. These are different roles, not identical product lines.

For a Greek SME, the practical entry point may be a payload, power system, software module, ground station or qualified manufacturing package. The bottleneck is often qualification and repeat orders rather than the first demonstrator.

Our assessment: Greece has multiple credible industrial routes, but scale requires disciplined testing, airworthiness, customer acceptance and working capital. The X-BAT opportunity is potentially broader than domestic demand because it targets regional support. Its value depends on definitive agreements, technology maturity and actual operator adoption.

How the value chain works

01 / DEVELOP

Requirements, funded R&D and field evaluation.

02 / QUALIFY

Airworthiness, acceptance and reproducible manufacturing.

03 / SCALE

Orders, supplier workshare, training and sustained support.

What determines the outcome

  • Track ELKAK contract outputs and subsequent procurement stages.
  • For X-BAT, follow definitive agreements, facilities, supplier selection and flight-test milestones.
  • Separate demonstrations and company claims from accepted military capability.
